An SEO strategy is the decision about what to work on next and why, not a list of tactics. Most sites have a large backlog of possible improvements: pages to write, links to add, technical issues to fix, gaps to close. A strategy is the ranking of that backlog by expected impact and effort, tied to a specific goal such as owning a subject or closing a gap with a named competitor, rather than a generic "improve SEO" target.
A strategy fails most often for one of two reasons. It chases individual keywords instead of building the topic clusters that compound over time. Or it produces a list of problems with no ranked order, which leaves a team doing whatever is easiest instead of whatever matters most.
The inputs that make a strategy defensible are the same ones that make it correct: real coverage data on what is actually thin or missing, real competitor data on where a named rival is ahead, and real technical data on what is broken. Guessing at any of the three turns a strategy into an opinion.
